Those interested in becoming a tenant at NELHA should contact NELHA staff directly to explore the suitability of the project concept to available resources and current development plans. Potential applicants may speak to NELHA staff for initial inquiries. Specific questions regarding NELHA resources, project suitability, and application procedures should be directed to the Leasing & Tenant Relations Specialist who can provide written guidelines as well as assistance in proposal development and preparation for the review process.

All applications for tenancy at NELHA must be reviewed and approved by the Board of Directors, which sets policy and provides guidance for NELHA. NELHA management staff also participate in the application review process by providing recommendations to the Board.

Once an applicant has obtained Board approval, an appropriate land use agreement, prepared by the NELHA Leasing & Tenant Relations Specialist, must be executed to allow the project to officially commence at NELHA. The prospective tenant business or organization must be in good standing in the State of Hawaii and must provide the following documentation:

a) Evidence of tax clearance from the Hawaii Department of Taxation;
b) Evidence of tax clearance from the U.S. Internal Revenue Service;
c) A copy of a current Hawaii State General Excise Tax License;
d) Corporate resolution or other documentation of signatory authorization.


Appropriate Projects
Pursuant to Chapter 227D, Hawaii Revised Statutes, as amended, NELHA's purpose is to "facilitate research, development, and commercialization of natural energy resources and ocean-related research, technology, and industry in Hawaii and to engage in retail, commercial, or tourism activities that will financially support that research, development and commercialization..." Therefore, any project which can contribute to such development may be appropriate tenant enterprises, subject to NELHA approval.
